The rating is not the same for every business. For company formation it reads Severe, because of its status as an offshore formation centre. For charity and NGO work it reads Clear, because of charity supervision stronger than the general regime. One number cannot carry both, which is why the sector view exists.

The practical difficulty here is ownership. Establishing who ultimately controls a counterparty registered in this jurisdiction is materially harder than the crime measures suggest, and that is the check to plan for.
